In my city we have a Church Health Center ( non- denominational), staffed by volunteer medical personnel who donate their time, and financed by private charitable donations to cover just that sort of thing… a sort of co-op. Hospitals donate their ORs, etc.
If he is near a large city, check to see if there is a similar program.

If not, he deserves to be shit out of luck. Right?
