Maybe, but Twitter could at least create a fake quote database, notifying the person trying to tweet the fake quote, and then labeling the tweet as a fake quote if they follow through. If they do it a lot like Prudence, they could label all the person’s tweets as being from someone who constantly misleads people.
That’s really not Twitter’s responsibility, we have to be vigilant.
