Was it that the voters grew tired or was it that Republicans abandoned their interest in helping African-Americans?

I remember David Montgomery lecturing about this when I was in college. Dr. Montgomery wrote a lot of articles about Reconstruction and his conclusion was that Republicans initially needed black votes to gain power and once the rich joined the Republican ranks, black votes were no longer needed so they abandoned them to Jim Crow.
