Simple: he was targeted by a “shoot first, and make it count so no one can ask questions later” type of cop. Because, hey, if wasn’t doing anything wrong, he wouldn’t have been there in the first place.

Which I’m guessing doesn’t exist in certain LGF readers’ worlds.
