For four countries, ‘they’ decided there was NO risk to innocents. For the fifth, ‘they’ decided ‘we were *very convinced this 1 would —> deaths’. Presumably the arrow indicates causation.

How sure were ‘they’ about the other four?

What will happen in 72 hours when the fifth one is revealed? Who will take the blame?
