Does anyone have a simple explanation of the U.S. Small Arms Treaty and what impact it would have on the U.S. as far as the access to information on gun owners?

I’ve been googling but the only stuff I can find is on right wing sites and those articles are more about UN scaremongering than details about the treaty.
