Since they were formerly allies, I don’t see much strangeness at all.
It was only the Bush admins policy of de-Baathification and Paul Bremer’s shitty rollout that made the initial ‘Sunni Triangle’ insurgency a problem.
Much of it has lately become what is largely called ISIL.
