Approaching from the assumption that they knew Flynn and the Trump incoming administration were dodgy as hell, they still didn’t have a charter that lets the intelligence agencies block info from a rightfully-elected president. It’s not their call.

I agree. I didn’t intend my comments to disagree they couldn’t keep Flynn from hearing in his position at the time.

What I mean is once they were suspicious of Flynn, they could watch him and the info they did give him and the reactions and use of that info and use it in their investigation.

It would be like having the police knowing someone is a criminal and they let him hang around the police station so they can show him how they work. Wink. Wink.

And that investigation may not have been official, but once a cop has a clue and they can surveil, record and even maybe do a little misdirection they will be on it.
