Yup. that’s the ‘growing up’ part of organic. Our systems are being asked to carry an ever-increasing volume of traffic. Ask people to fund rail or bus mass transit and you might as well be Stalin, or even French.

Except that the ever-increasing volume of traffic isn’t exactly happening. Traffic agencies have been horrible at estimating traffic volumes for years. We’re seeing a change in habits and people aren’t driving nearly as much.
