The failure is not having enough workers to fix the problems.
Sorry, but I find it unacceptable in this day that people have to go a week without power because Pepco can’t get its shit together.

I will be honest; I have no experience with this particular company. Governments are not uniform.
Ours is great; we have a new library, paved streets, a good arts center, and an attempt at landing ourselves in the Guinness Book of World Records every summer. (Don’t ask.)
The mayor of the adjourning town tried to pick a fight with Phil Knight and lost. Cost the city millions that it could have spend elsewhere.
Governments, and utility companies, are not all uniform. And no, we don’t have more money. The adjourning town does.
