Ferguson redefines the term “empire” for modern use. He points out that every great empire was different in various ways: the Roman Empire was different from the Persian Empire which was different from the Russian or British versions. He is an unabashed admirer of the British Empire. He also points out that although the Tsars and Commissars have come and gone, the Russian empire lives on.
