i used to know a guy who wore two shirts, plus and undershirt. In his case, I think it was because if he didn’t you’d be able to tell how skinny he was.

Pretty sure that’s not Bannon’s reason.

I’ve been known to wear two shirts, because I am very thin and sometimes I get cold (even in the summer).

I don’t really think Mr. Bannon is suffering from that problem.
