Enact the NRA’s own safety regulations, and put penalties for failing to follow them.

The NRA is then put on the spot: They either have to support their own safety regulations backed with penalties for failure to follow them, or repudiate their own safety regulations and be shown to be hypocrites and shills.

The NRA’s own safety regulations are actually a pretty good foundation for a set of gun safety laws.
