Yikes.

Incendiary weapons would be effective if protestors are using flammable materials in constructing barricades. Set the barricades on fire to weaken them and terrify the protestors. Especially if one the the Molotovs actually hits someone. Setting some of the enemy on fire has historically been an excellent morale breaker.

Note: The tactics described above are utter inhumane and in the US are entirely illegal. I condemn them without reservation, and my analysis of them should not be read as my approval of them.
