Furthering this OT, and possibly against my better judgment: I think that’s something of an overstatement. Depends on how drunk; obviously, a woman who is passed-out drunk cannot give consent. One that’s tipsy with a few drinks, sure she can, just as a tipsy man is capable of volitional acts.
