Republicans are always saying on TV that the WH has never put forward a budget proposal.

Is that what the President is supposed to do?

Obama does a proposal. As I recall it’s 4 trillion deficit reduction package, includes spending cuts, raising taxes on the rich and entitlement reform. The GOP wants nothing to do with it.
