It can’t affect anything since there’s no treaty. Nothing has been agreed to by the international community, and there’s nothing for the Senate to ratify, let alone the President to sign.
Sec. State Clinton can’t sign anything either - and she’s not able to entangle the US in a treaty in any event; that’s not how it works.
The whole idea of a treaty to limit international sales of small firearms (transnational) wouldn’t infringe on the US individual’s right to buy firearms, particularly since the US right is guaranteed by the US Constitution and an international treaty can’t abridge rights guaranteed by the US Constitution.
