Growing up in mixed neighbourhoods with first, second and third generation immigrants from the sub continent - it’s an insult.
In Britain and Australia i can attest, when it’s used by someone outside the community, it’s an insult.

alrighty. i believe you. at american universities, or at least the one i attended, it’s not an insult. it’s shorthand.
