Ok, so that fits. And Sam is a hero, yes, but what are his greatest qualities? He is very humble and completely loyal to Frodo. Pretty much what you want in a servant. Being a commoner, he is also not very clever. He even is shorter than Frodo, for crying out loud!

He’s also gutsy as hell. A hobbit needs to be nearly pathological to take on a mission like this. And Sam doesn’t even have the peculiar Took genes urging him on.
