I don’t think foreign countries can participate. That is one limitation on the spending that I know of.

Though it’s not like a foreign government would have much trouble getting a few shell corporations put together within or without a multinational corporation and then use that to fund a SuperPac.

Or maybe the Norwegian govt can just buy a bunch of stock in a media network and leverage that.
