That was my understand as well. Particularly after the Nat Turner ‘Rebellion’.
After the Civil War a lot of Federal Troops were stationed there during Reconstruction. After Reconstruction, rural poverty, cheap land, better training weather, and a very powerful Congressional delegation all played a role.
