The Soviet Union was not dissolved through mutual agreement among the 15 member states, it simply fell apart.

I wondered why this was allowed to happen.

Now it becomes clear, after letting chaos reign for decades Putin can come to power as an authoritarian and reconstruct the old Russian Empire under terms that are much more favorable to Russia.
