No. The debate is exactly about how much the IQ score is environmental and how much not. Flynn accepts IQ testing yet doesn’t think IQ is all inherited (hey, he was the guy who discovered the Flynn effect after all). Actually, read the Knowns and Unknowns paper, it explains this well.
