The idea is that the number of registered voters in Wood County Ohio is 108% of the eligible voters in that county and since Obama got the majority of votes that means he got the majority of the ‘fraud’ votes.

Obama got 31596 of 61967 votes.
Registered voters = 108014 (They claim 106,258).
They claim that eligible voters = 98,213
