Well, it should be cut. The budget has to be reduced and the NEA is a program that can be reduced without excessive pain. On that one, Republicans will get most of what they want.
The problem is that the NEA’s role significance is much more cultural than fiscal. It’s a bit like being massively in debt, and deciding that instead of selling your boat, giving up your membership at the country club, and not throwing lavish parties every month, you will instead start heroically making coffee at home, rather than buying it at the Starbucks.
