All the result of playing around with the odds. Going from 1 in 172 million to 1 in 292 million has a way of causing no one to hit the jackpot for as long as it has gone on.

So, people think that they should get in and play, ignoring that the odds suck. And those who are least able to afford gambling are often the ones who spend disproportionately on it.
