Heck, a bunch of people on Daily Kos seemed to think rolling 10 minute blackouts in TX presaged the end of civilization as we know it. It was blamed on leaving essential services to private enterprise. I suppose they wanted to pay for tons of excess capacity standing by for any unusual weather.

When we lived in PA there was a cold snap where the same thing happened to us. It seems the piles of coal froze to the point where they couldn’t scoop it up and get it into the generating plant… Rolling blackouts were a painless solution (except for resetting all the #$%^* clocks.)
