Both, and more.
The German from the Volga Germans who immigrated to Kansas (and a couple of other states) is different from the German of Texas. Dutch German is found more commonly in northeastern states like New York, though you can also find large Bavarian enclaves in that state as well.
In general, though, where the map says “German” it’s German, not Dutch.
