I’m not saying it was. But John did use those laws to evil ends and it stirred up great resentment, as it did when his son Henry III maintained them. Edward I used forest law reform as a way to alleviate public resentment, build support for the crown, and undercut the powers of the lesser nobles who had revolted against both his father and grandfather.
