Indeed, and it happens everywhere. Here in Europe, the excesses might not be as bad as they can be in the US (no offense), but the structure is the same. Every authoritarian system is naturally prone to corruption from outside and within.
Alas, much like the State and the Military, I see the Police as a necessary evil with no viable alternative. So I guess the only option is a lot of watchmen-watching.
