And really, from what I’ve read and the photos I’ve seen, the two inches of snow (or whatever the amount was) wasn’t the major factor.
It was that there was ICE on the roads, substantially enough ice to cause problems under usual traffic conditions but then to tell everybody GO HOME NOW! GO GET YOUR KIDS FROM SCHOOL! and whatever other hysteria-mongering was happening…
Well, all of a sudden it seems as if just about anyone in the Atlanta metro area with a vehicle jumped into said vehicles and completely overwhelmed the traffic routes.
Best thing would have been to tell people to just sit tight, let the road crews do their thing. And most of all, just be honest about what is happening.

Better yet do what the city of Houston did: shut down all but essential services and tell everyone to stay home if they possibly can. We did and the day passed with few issues.
