I think it’s going to depend on the procedure and the optics. If the house and senate can’t agree on the deal and it never hits Obama’s desk, it’ll be hard for him to look bad.

They’ll still blame him, only now it will be for not acting like a “leader” by brow-beating Reid and Pelosi into making whatever deal the GOP required in order to get the ceiling raised. About how Obama could have had a deal on his desk yesterday, but he let the Congressional Dems lead him by nose and insist on tax increases that were never going to pass.
