The problem is easy to solve. Boot him out. The apology is nice but it’s a little hollow without correcting the problem.

The guy’s not a bishop, he’s just a layman (since his SSPX consecration was illicit). His idiotic conspiracy theories are his own opinion. Just because he’s an asshole doesn’t mean he can’t receive communion. The purpose in restoring the four bishops’ ability to receive communion was to draw the SSPX followers back into full communion with the Church, which required that they all renounce SSPX-related beliefs.
