But he is wrong in that the state legislatures couldn’t decide after the election to throw the votes to a specific candidate. The laws dictating the allocation of electors have to be on the books before the election starts. So the states mentioned would literarily need to pass laws before the election that say ‘the legislative can assign electors to whichever candidate it wants ‘.

i remember discussing this a couple of years back
either before 2020 or 2016
along the lines of

state legs can hold an election
or
not hold an election and instead select their own electors

they cant hold an election and then change methods mid process and select their own
