How many glasses do we need? Seriously, $5.4 million? For stemware?

Even at $100 per (which is outrageous), that is 54,000 glasses. Where can they fit? Or is it $5,350,000 for design and $50,000 for goblets?

Am I the only person wondering why the State Department is spending 5.4 million freaking dollars on stemware?
