Folks, EPR-radar said “declaration of war” which means you’re going out to deliberately try to harm the other side. Gov. Snyder was not actually trying to harm the people of Flint nor did he target them with acts of aggression.

So call his actions what you like, they were not ‘war’ as that term is properly understood.

This would be a good moment not to be quite so literal. I know it can be difficult (seriously-I’m not trying to be snarky) but, really, a governor “declaring war” on citizens has to be an analogy.
