It would, but creating it would require fundamental changes in how those countries work. Their polices are very anti-growth. They would need changes of a kind that cannot be induced externally.
Well, we have to be optimistic and work towards those goals. As Nasr suggests a good start is with trade. “You don’t have to win everywhere” and “stick to the low hanging fruit.” It’s very much a free-market solution. Build trade and commerce and people’s lives are elevated.
