I would actually be all for this IF it was a 50 state thing.

If it was by congressional district, however, that would favor the gerryriggering by the GOP in places like Texas (yes, the Dems have gerrymandered Maryland as well).

But yes the rules should be uniform. Maine and Nebraska I believe apportion their EV by CD or some other means.
