Taxes are lower is not the same thing as tax revenues are lower. Taxes could be higher and revenues lower.

If a store raises it’s prices and then has less revenue (because less people are willing to pay the higher price) you would not say that prices are lower.

In your analogy taxes equate to store markup and GDP is gross sales. If the percentage of taxes to GDP have lowered then the store’s markup is down, regardless of whether overall revenue has gone up or down. In other words, the prices simply cannot have gone up.
