Are we sure about that? I know that is part of the typical pardon process. But I’m also not entirely sure it’s required, and knowing Trump, I could see him not requiring an admission of guilt on this one, especially since he keeps going with the whole “he was just doing his job” bullshit.

The way I understand it, it’s SCOTUS that ruled that accepting a pardon is an admission of guilt: washingtonpost.com.
