Why would Iran go through the trouble of creating economic agreements with South American countries and then turn around and target those same countries?

There are a lot of countries in SA, I highly doubt all of them are friendly with Iran.

Further, I was thinking more along the lines of terrorist cells attacking foreign entities and not the countries themselves. Embassies and the like.
