It says 25 degrees but there is about 8 inches of snow, built up over DAYS. That is why I thought maybe they froze. Still weird noises from the meter. I am afraid it might blow apart.

You will hear weird noises from the meter until they get the main fixed. The snow is your friend. It is actually acting as insulation and keeping the ground temperature stabilized. Keep at least one tap open for when they get the problem fixed. The last thing you want is air trapped in the line when water pressure increases.
