After I shut that service down four times, it stayed shut down. My computer is running normally (for now).

I found a possible solution for you here.

The source of this problem is a corrupt notification database

The solution to this problem is rather simple :

1) Restart Windows in Safe Mode.
2) Open File Explorer to location %LOCALAPPDATA%\Microsoft\Windows
3) Rename or delete the folder Notifications (it will be rebuilt automatically when you restart)
4) Restart Windows
