If this thing is going to pass, I’d like to see questions like this get visibility and get some credible answers as part of the process of getting it through Congress.

Me too but it might come under the umbrella of operational details which wouldn’t be made public for obvious reasons. I assume it’s been considered but I don’t know if the details (or even generalities) are publicly known.
