Cruz is missing the vote because of attending a fundraiser run by Tom Hicks.

This would be the same Tom Hicks who is probably the single most hated former sports team owner in the city of Dallas - as he succeeded in driving not one, not two, but THREE local professional sports franchises (and two overseas teams) into bankruptcy in the last decade - and did so by bleeding each of them dry and leaving the respective leagues on-hook with the creditors while pocketing hundreds of millions of dollars.
