Absolutely he won a landslide in the electoral vote.
He also won the popular vote.

The largest margin in the popular vote means that more people were for him than for the next contender. I believe that Bush did not have a mandate, but I also believe that Obama does not either.

The president rules in the best interest of the people. If half (or less than half) the people disagree with him, he still has the right/responsibility to make the right decision for the country. However, I would expect that he would not make that decision lightly.
