Sometimes. Approximately 50% of fertilized eggs either don’t implant in the uterine wall or are spontaneously aborted in the first three months of gestation. Who’s to say a one month fetus, which has no functioning forebrain, would not have been spontaneously aborted within the next two months?
In any case, it’s life, but not human life.
