Isn’t Cruz just Grover Norquist with less tact?

I mean, the Shutdown and the “Nuclear Sequestration” thing that has popped up in the last few days (“Lets just let everything never get funded again except for things we specifically bring back, like the WW2 memorial!”) almost a Norquist wet dream?
