I’m a little puzzled by the references to “budget deficit as a percentage of GDP.” I thought the important number was total debt as a percentage of GDP. Of course, high deficits are how you get to high debts. But I’d expect to see the debt to GDP ratio in an article discussing a country’s financial situation.
