I believe it’s even simpler than that. BHO ‘s natural operating state is that of candidate…. he’s practically a campaign manager’s dream, (not too this, not too that, will appeal to this demo, that demo, etc, check, yada yada..) but after it’s won, and he’s responsible? Not so much. The car-chasing canine comes to mind… now you caught it, Fido, now what?
